A. Director Lands, Housing and Urban Planning – J/G ‘R’ (1 Post)

Requirements

  • Bachelors Degree in either Land Economics, Urban/ Regional Planning or equivalent qualification from a recognized institution
  • Masters Degree in the relevant discipline
  • Computer Proficiency
  • Minimum 7 years relevant experience
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure
  • Registered and Licensed by a professional body as applicable
  • Full member of Institution of Surveyors of Kenya/Kenya Institute of Planners
  • Demonstrated managerial, administrative and professional competence in work performance and an understanding of policies, objectives and ability to relate them to the functions.

 

Responsibilities

Reporting to the Chief Officer, the officer will be responsible for;-

  • Coordinating all the activities of the Department
  • Overseeing and coordinating the implementation of work plans, strategies and program plans
  • Coordinating and Organizing stakeholder’s forums to identify needs and to monitor and evaluate implementation
  • Coordinating preparation of detailed departmental Land use reports
  • Coordinating research and mapping of Land use patterns
  • Coordinating drawing of strict guidelines and regulation on building structures
  • Overseeing operations of the department
  • Perform any other assigned duties.

B. Assistant Director Lands and Housing – J/G ‘P’ (1 Post)

Requirements

  • Bachelor’s degree in either Land Economics, Urban/ Regional Planning or equivalent qualification from a recognized institution
  • Computer Proficiency
  • Minimum 5 years relevant experience
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure
  • Registered and licensed by a professional body
  • Full member of Institution of Surveyors of Kenya.

Responsibilities

Reporting to the Director Lands, Housing and Urban Planning, the officer will:-

  • Represent the department by attending and presiding over meetings with the public, key stakeholders and business partners
  • Manage administrative functions to ensure smooth and efficient operation of the organization
  • Participate in strategic planning
  • Provide training and guidance to the staff in the department.
  • Perform any other assigned duty.

C. Estate Management Officer – J/G ‘L’ (1 Post)

Requirements

  • Bachelor’s degree in either Housing Administration, Urban and Regional Planning, Urban Management, Valuation and Property Management or equivalent qualification from a recognized institution
  • Computer proficiency
  • Minimum 3 years relevant experience
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure
  • Graduate member of Institution of Surveyors of Kenya

Responsibilities

Reporting to the Assistant Director Lands and Housing, the officer will be responsible for;-

  • Inspection and valuation of properties and assets
  • Provision of valuations for various properties and assets
  • Maintenance of County Government Houses
  • Preparation of inspection reports
  • Management of inventory
  • Preparation of bill of quantities
  • Perform any other assigned duty.
  1. D. Town Administrator – J/G ‘P’ (1 Post)

Requirements

  • Bachelor’s degree in either Land Economics, Administration, Development Studies, Social Sciences or equivalent qualification from a recognized institution
  • Computer Proficiency
  • Minimum 5 years relevant experience
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure.

Responsibilities

Reporting to the Assistant Director Lands and Housing, the officer will be responsible for;-

  • Overseeing the affairs of the Town
  • Exercising executive authority as may be delegated by the Town Committee
  • Developing and adopting policies, plans strategies and programs for efficient running of the Town
  • Promoting and undertaking infrastructural development and services within the town as may be delegated by County Government
  • Ensuring provision of services to its residents
  • Enforcing the fees, levies and charges as may be authorized by the county government for delivery services
  • Initiating new laws or making recommendations for issues to be included in the laws
  • Promotion of safe and healthy environment
  • Coordinating and facilitating citizen participation in the development of policies, plans and delivery of services
  • Implementing national policies and policies of the County Executive Committee Member as they affect the town
  • Perform any other assigned duty.

 

E. Senior Physical Planner – J/G ‘N’ (1 Post)

Requirements

  • Bachelor’s degree in Urban and Regional Planning, Physical Planning or equivalent qualification from a recognized institution
  • Computer proficiency
  • Minimum 7 years relevant experience
  • Able to undertake drawings and designs
  • Good interpersonal skills
  • Self-motivated and able to work under pressure
  • Registered and licensed by a relevant professional body
  • Full member of Kenya Institute of Planners.

Responsibilities

Reporting to the Assistant Director Lands & Housing, the officer will be responsible for;-

  • Initiating, preparing and monitoring the implementation of sub-county and local physical development plans
  • Providing advice on development application and development control matters
  • Implementing and providing feedback on physical planning guidelines and standards
  • Collecting and analyzing urban and regional planning data
  • Preparing action for specific projects such as residential housing schemes, shopping centers, industrial estates and recreational facilities
  • Undertaking studies on matters relating to physical planning at regional and local levels
  • Setting agenda and convening physical planning liaison committee meeting
  • Keeping record of deliberations and communication decisions of the physical planning liaison committee
  • Managing physical planning data
  • Overall supervision of planning issues
  • Perform any other assigned duty.

F. Assistant Physical Planner- J/G ‘K-L’ (3 Posts)

Requirements

  • Bachelor’s degree in Urban and Regional Planning or equivalent qualification from a recognized institution
  • Computer Proficiency
  • 3 years’ experience in the same capacity or similar capacity under an experienced physical planner
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure
  • Graduate member of Kenya Institute of Planners.

Responsibilities

Reporting to the Senior Physical Planner, the officer will be responsible for;-

  • Safe custody of plans
  • Updating base maps
  • Supervising  data collection from geospatial data sources
  • Evaluation of the cartographic maps and data
  • Ensuring proper maintenance and updating of mapping records
  • Giving technical and advisory advice
  • Assisting  in the implementation of strategic and integrated work plans
  • Preparation of zoning plans
  • Preparation of Part Development Plan
  • Preparing  advisory plans
  • Preparation  of physical plan layouts
  • Preparation of reports
  • Ensuring maintenance and updating of mapping records
  • Servicing and maintenance of cartographic equipment
  • Perform any other assigned duty.

G. Geo-Information Survey Officer – J/G ‘K-L-M’ (1 Post)

Requirements

  • Bachelor’s degree in Land Survey Engineering
  • Computer proficiency
  • Minimum 5 years relevant experience
  • Good interpersonal skills
  • Self-motivated and able to work under pressure
  • Graduate Member of Institution of Survey of Kenya.

Responsibilities

Reporting to the Assistant Director Lands and Housing, the officer will:-

  • Organize and digitize hard copy maps
  • Advice  in  purchasing of GIS
  • Train  staff on use of equipment and software’s for processing data
  •  Advise in implementation and formation of GIS lab
  •  Coordinate  large survey works
  • Coordinate engineering surveys and perform computation.

H. Senior Land Surveyor – J/G ‘N’ (1 Post)

Requirements

  • Bachelor’s degree in Land Survey, Surveys and Mapping, Cartography and Geo-informatics or equivalent qualification from a recognized institution
  • Computer proficiency
  • Minimum 7 years relevant experience
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure
  • Registered and licensed by relevant professional body
  • Full membership of Kenya Institute of Planners.

Responsibilities

Reporting to the Assistant Director Lands and Housing, the officer will be responsible for;-

  • Updating Land Records and Registry
  • Administration and  supervision of technical work
  • Implement court orders
  • Implementation of boundary disputes resolutions
  • Undertaking surveys and demarcation

I. Assistant Land Surveyor- J/G ‘H’ (1 Post)

Requirements

  • Diploma in Land Survey
  • Computer proficiency
  • Minimum 3 years relevant experience
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure
  • Member of Institute of Surveyors of Kenya

Responsibilities

Reporting to   the Senior Land Surveyor, the officer will be responsible for;-

  • Updating land records and registry
  • Implementing court orders
  • Implementing Boundary disputes resolutions
  • Opening of blocked roads of access
  • Surveying of P.Is and other areas as required.

J. Building Superintendent – J/G ‘K’ (1 Post)

Requirements

  • Bachelor’s degree in Construction Management, Architectural Science, Real Estate or equivalent qualification from a recognized institution
  • Computer Proficiency
  • Minimum 3 years relevant experience
  • Good Interpersonal skills
  • Self-motivated and able to work under pressure
  • Membership of a professional body

Responsibilities

Reporting to Assistant Director Lands and Housing, the officer will be responsible for;-

  • Maintenance, repairs and renovation of buildings
  • Preparation of schedule of materials and bill of quantities
  • Working with contractors to ensure quality work is achieved
  • Site visits to construction projects
  • Holding site meetings for on-going projects and record minutes of proceedings
  • Supervision of construction and renovation projects.

 

K. Office Administrative Assistant II (Formerly Secretary) J/G ‘H’ (3 Posts)

     Requirements

  • Diploma in Secretarial Studies
  • Computer Literate/ Proficiency
  • Minimum 2 years relevant experience

    Responsibilities

  • Processing Data
  • Management of e-office
  • Ensuring security of office records, documents and equipment
  • Operating office equipment
  • Management of office protocol
  • Handling official telephone calls and appointments

 

L. Clerical Officer II – J/G ‘F’ (2 Posts)

Requirements

  • Kenya certificate of Secondary Education (KCSE) mean grade C- or its approved equivalent
  • Proficiency in computer applications
  • Good Interpersonal skills
  • Minimum 2 years experience

Responsibilities

  • Compiling of statistical records and data
  • Sorting out letters and filling
  • Dispatching letters and maintaining an efficient filling system
  • Preparing payment vouchers
  • Computing financial or statistical records based on routine or special sources of information
  • Drafting letters
  • Updating the housing inventory
  • Compiling and updating of staff records and preparing staff returns
